What these numbers measure

We use the City's PermitElapsedDays field and its four published project categories. We count unique issued permits, validate elapsed days against creation and issuance dates, and include same-day permits. Each period is grouped by issuance date.

The range is the 25th to 75th percentile, the middle half of observed permits. Quantiles use linear interpolation. This is not a confidence interval or a maximum wait. No valid long-running permits are removed.

Records without a supported City category are excluded. We do not infer categories from project descriptions. Missing neighbourhoods contribute to citywide results only. The two-year extract has 9476 records, of which 5528 have a supported category and valid timing. A project can have more than one permit.

Vancouver permit timeline questions

How long does a building permit take in Vancouver?

The time varies by project. This tool shows the median and middle 50% of elapsed times for each City permit category over the latest 12 complete months in our snapshot. Select a project type and neighbourhood to see the matching sample.

When does the permit timeline start?

It starts when the application receives a permit number and ends at first permit issuance. These are calendar days, including weekends, holidays, City review time and applicant response time. Work before a permit number is created is outside this measure.

Does this include development permits, rezoning or construction?

This dataset covers issued building permits, including combined development and building permits. It does not provide a separate development-permit or rezoning timeline, construction duration, inspections or time to occupancy.

Can I use this to predict approval of my application?

Use it as a historical planning reference. Pending, refused and withdrawn applications are absent, so it cannot measure the current queue or predict approval. Your scope, application completeness and response times can change the outcome. Confirm with the City of Vancouver.

Why is there no estimate for some neighbourhoods?

We show a 12-month estimate only when at least 20 valid issued permits match your selection. Monthly trend points need at least 5 permits. A small sample is shown as insufficient data rather than replaced silently with a citywide estimate.
