On June 9, 2025, Council adopted Bylaw 9031 to bring restricted residential properties into line with Bill 44. The changes allow 3, 4 or 6 units according to the provincial lot-size and transit rules, and remove minimum lot-width restrictions for coach houses.
The City's June 2025 report said the restricted zones covered 35 properties. A later phase to consider broader ground-oriented housing was separate work, so this amendment should not be read as a general citywide townhouse rezoning.

What changed in City of North Vancouver zoning?
Bylaw 9031, adopted June 9, 2025, updated restricted residential properties for Bill 44 small-scale multi-unit housing. The City later adopted separate OCP and zoning updates on December 8, 2025 to address its 20-year housing need.
Does the change allow the same number of homes on every lot?
No. The 3, 4 or 6 unit limit depends on provincial lot-size, frequent-transit and other eligibility rules. Protected heritage properties and other statutory exclusions may be treated differently.
