July 8, 2024: New SSMUH zones replace single-family and duplex zones

· Surrey Zoning By-law, 1993, No. 12000, Amendment Bylaw No. 21281

Surrey adopted its small-scale multi-unit housing (SSMUH) zoning changes on July 8, 2024. The amendment replaced the former residential zone framework for affected single-family and duplex properties with new SSMUH districts and added a Frequent Bus Stop Areas schedule.

The City says the resulting permissions depend on the property's zone, lot size, location and applicable exemptions. Its lookup tool and Schedule F can help identify the mapped rules, but a permitted unit count does not guarantee a particular housing form or approval.

June 10, 2024: Residential parking minimums removed in Transit-Oriented Areas

· Surrey zoning bylaw amendments implementing Bill 47, Transit-Oriented Areas

On June 10, 2024, Surrey adopted a zoning update removing minimum off-street residential parking requirements within designated Transit-Oriented Areas (TOAs), apart from accessible parking. The change implements provincial rules around transit stations and exchanges.

A TOA also carries provincial minimum density and height rules for qualifying residential sites. These set the range a rezoning must permit; they do not mean a property may build to that scale as of right. Check the City's TOA map and current bylaw for the parcel-specific rules.

Frequently asked questions

What changed in Surrey's residential zones?

In July 2024, Surrey replaced many single-family and duplex zones with new SSMUH zones and added a Frequent Bus Stop Areas schedule. The City later approved a comprehensive review of the SSMUH rules, but a review is not itself a bylaw amendment.

Does Surrey zoning guarantee a fourplex or sixplex?

No. A unit allowance depends on the zone, lot size, bus-stop mapping and exemptions, and does not determine what building form fits. Check the SSMUH lookup and applicable bylaw provisions, then confirm with the City of Surrey.

How do I check the rules for a Surrey property?

Use the City's SSMUH lookup or COSMOS to identify the zone and whether a Frequent Bus Stop Area or TOA applies. Read that zone and the related schedule in Zoning By-law 12000.

How does ZoneScout track Surrey zoning changes?

We review Surrey's zoning bylaw and official SSMUH and TOA updates, then compare them with this page and our zoning data. Map boundaries and exemptions can affect an address, so confirm any proposal with the City of Surrey.
