June 24, 2025: Penticton permits secondary suites in RM2 and RM3 and revises housing standards

· Zoning Amendment Bylaw No. 2025-09

Bylaw 2025-09 amended Zoning Bylaw 2024-22. The amendment added secondary suites as a permitted use in RM2 and RM3, removed a former lot-area threshold from the accessory-suite rules, and changed height wording in several residential zones.

This is a general bylaw amendment, so read the revised schedules and accessory-suite rules together. The bylaw changes what uses or dimensions may be considered; it does not confirm that a specific site can accommodate a suite or a particular building form.

June 2024: Penticton consolidates low-density housing into two SSMUH zones

· Zoning Bylaw No. 2024-22

Penticton introduced Zoning Bylaw 2024-22 in June 2024 to implement provincial housing initiatives, including small-scale multi-unit housing and transit-oriented areas. The City consolidated former single-family, duplex and cluster zones into R4-L and R4-S, which permit up to four dwelling units under their rules.

The City also removed parking requirements for carriage houses and secondary suites in these zones. A four-unit permission describes dwelling-unit count, not the number of separate buildings or a guaranteed form. Check the parcel’s R4 schedule, map and site limits.

Frequently asked questions

What changed in Penticton’s 2024 zoning bylaw?

The City combined former single-family, duplex and cluster zones into R4-L and R4-S, which permit up to four dwelling units subject to their regulations. Parking requirements for carriage houses and secondary suites in those zones were removed.

Does an R4 zone mean four separate buildings can be built?

No. The number is dwelling units, while the bylaw separately controls building forms, siting, height and other requirements. Read the R4-L or R4-S schedule and confirm the design with the City of Penticton.

How do I identify the right zone and schedule?

Search the City of Penticton Property Viewer by address, note whether the lot is R4-L or R4-S, then read that schedule and accessory-suite regulations in Bylaw 2024-22. Check later amendments such as Bylaw 2025-09.

How does this page track amendments?

It summarizes selected City bylaw and council records. Penticton’s current bylaw, property viewer and adopted amendments control. Review the source bylaw for full terms and confirm a proposal with City staff.
