July 6, 2026: 374 Southwest Shoulder properties move from R-3 to R-1

· Zoning Bylaw 3000 amendments for the Southwest Shoulders and Corridors Review

On July 6, 2026, Council approved rezoning 374 properties in the Southwest Shoulder and Corridor sub-areas from R-3 Transitional Small-Scale Residential to R-1 Small-Scale Residential. The City says the affected properties were no longer being considered for an Official Community Plan land-use change after its 2026 review.

The R-1 designation aligns these properties with comparable small-scale residential sites and their associated development opportunities. This citywide summary cannot identify whether an individual address was among the 374; use QtheMap to confirm the current zone and consult the applicable schedule.

June 9, 2025: Small-scale residential zones implement Bill 44

· Zoning Amendment Bylaw No. 5449, 2025

On June 9, 2025, Coquitlam adopted zoning changes to implement provincial small-scale multi-unit housing requirements. The City established R-1 through R-4 Small-Scale Residential districts and applied them to eligible low-density residential areas, subject to the City's mapping and stated exceptions.

The rules permit a range of ground-oriented housing options, but a property's official land-use designation, zone, lot size and site conditions determine what may be proposed. The number of units is not a promise that a triplex or fourplex form will fit. Check QtheMap and the relevant bylaw provisions before relying on a count.

Frequently asked questions

What are the recent Coquitlam zoning changes?

Coquitlam adopted R-1 through R-4 small-scale residential zones in June 2025. In July 2026, Council approved moving 374 Southwest Shoulder and Corridor properties from R-3 to R-1 after those properties were no longer being considered for an OCP land-use change.

Does R-1 zoning guarantee a fourplex?

R-1 is a small-scale residential district, but the permitted form depends on the property's land-use designation, dimensions and other applicable rules. A unit count does not establish that a fourplex fits or is approvable. Confirm with the City of Coquitlam.
