Each lot's zone comes from its municipality's zoning map, and the count comes from that zone's bylaw rules, the same rules the full report uses. Outside Penticton, four units needs confirmed municipal water and sewer, and in Lake Country, Vernon and Summerland a lot inside the growth boundary. Penticton's R4 zones allow four units whether or not the lot is on City sewer. Lots in the Agricultural Land Reserve also follow provincial ALR rules.
