RU3 reaches 4 when serviced and inside the Urban Containment Boundary, and otherwise 3. Rural and agricultural zones (CR1, A1, A2) show 2 units; a carriage house can add a third, which the full report covers. Summerland has no six-unit tier. Servicing comes from the District's sanitary laterals and water service lines within 35 m of the parcel.
